Charting aged care performance and effectiveness for better care outcomes

As the sector braces for new regulations and standards, providers must meet the challenges of adapting to rapid changes while maintaining the quality of care. So how do we measure progress, and what metrics truly matter?

This webinar provided a preview of the inaugural “Aged Care Effectiveness Index,” a comprehensive collection of data points designed to track the effectiveness and sustainability of the aged care industry. The index is a collaboration between StewartBrown and Mirus Australia and focuses on five key areas: Financial, Quality, Resourcing, Accommodation, and Consumer Feedback data, aiming to provide a clear picture of the sector’s trajectory.

During the webinar, industry experts provided insights into the data the Index will cover, along with an analysis of how the industry is performing across these critical areas. The official Index report will launch in October 2024. Register here to receive the report as soon as it launches.

The webinar also explored:
  1. Achieving financial sustainability – What are the trends in financial data that might indicate an increasing ability to afford to support great care outcomes? Now incorporating the funding reforms resulting from the Aged Care Taskforce Report.
  2. Performance to Quality standards – What are the trends in the mandatory quality measures, and what do they indicate about the sector?
  3. Meeting resourcing requirements – Are there discernible trends in the resourcing data that would correlate to better care outcomes?
  4. Accommodation pricing and capacity – Is there sufficient capacity in the system, is the pricing affordable, can the providers earn a reasonable return? Now incorporating the funding reforms resulting from the Aged Care Taskforce Report.
  5. Ultimately delivering consumer satisfaction – Ultimately (and this is hard to measure) what is the view of the customer on “value” and “effectiveness”?

This is a must-watch for aged care providers, industry stakeholders, and anyone interested in the future of aged care in Australia.

Sandra Hills joined Benetas, one of Victoria’s leading for-purpose aged and community care providers, in 2009, bringing extensive experience in both government and the not-for-profit sector.
In 2017, Sandra was awarded a Medal (OAM) of the Order of Australia for her service to aged care and promoting women in the workplace.
As a voice for older people, Sandra has published many articles and works in numerous leadership roles including as a Director of Anglicare Australia, is a member of the National Aged Care Alliance (NACA), a past Director of the Aged Care Workforce Industry Council and Leading Aged Services Victoria (LASA). Sandra is currently a member of the ACCPA (Vic) State Member Council, the ACCPA Eastern Seaboard Chapter and Chief Executive Women (CEW).

Stephen Becsi

CEO, Apollo Care Alliance



Stephen is the CEO of Apollo Care Pty Ltd. Apollo Care sees an industry consolidation opportunity, putting investor funds to work in upgrading property amenity to attract better bonds. For not-for-profit providers, offering a solution that preserves mission and values – allowing them to redeploy scarce funding. Stephen was the former CEO of the Bethanie Group, one of WA’s largest NFP providers of aged care services, including residential aged care. Under his leadership Bethanie achieved top-tier standards of performance.
Stephen also served as the Director of the Navy’s Strategic Reform Program, part of a Federal Governments Defence Strategic Reform Program initiative to deliver a $20 Billion in operating savings to redirect to Capital spending.
Stephen was winner of the Aged Care Industry most Influential Business Leader of the year 2013 and numerous other awards including Runner up CEO of the Year at the Australian HR Institute. He served as President of Leading Aged Services Australia in Western Australia. In 2015, Stephen was awarded an OAM for Services to the Aged Care Industry.

Graeme Prior

Graeme is the Chairman and CEO of the Hall & Prior Health & Aged Care Group, a large aged care provider operating 36 aged care homes in Western Australia & New South Wales. This is a family owned organisation employing 3,500 staff and caring for 2,500 elderly and vulnerable people. Along with his passion for the industry he has an innate understanding of the issues facing aged care; his commitment to supporting research and education and significant sector investment, including designing and building new, world-class aged care homes that respond to Australia’s growing demand for quality aged care choices in both workforce and care outcomes.
Graeme has a clear vision for universal access to best practice and care outcomes in the Australian aged care sector. He is passionate about improving the quality of aged care services through education, workforce enablement, and the use of technology to implement evidence based practice. Graeme’s focus is on knowledge creation to ensure better evaluation, planning and delivery of care services.
He currently serves on several boards, including as President of the International Federation on Ageing (IFA), Director of Baycrest Seniors Care, and Chairman of Alzheimer’s Research Australia. He is also a member of the WHO Global Network on Long-term Care.

Prior to joining StewartBrown Stuart held positions in commerce and undertook various medium term secondments in various financial accounting roles. He has been a partner of our firm since 2004.
