In October 2022, one of the most significant changes to aged care funding occurred with the implementation of AN-ACC, specifically the minimum care minute requirements that set constraints around an aged care provider’s discretion on its largest cost, the roster. Further, in October 2023, this requirement became mandatory, and since then the auditing and compliance implications have become more intensive, with care time audits now commonplace. As of October 2024, the requirement for an industry average of 215 minutes has added yet another level of expectation.
With the removal of the ACFI accountability mechanism of self-assessment and validation, in one sense, the external assessment process has reduced the risk of the funding process. In another sense, this risk has now transferred to compliance risk against the mandatory care minutes. The Quality and Safety Commission has been vocal and active in their review of care minutes across the sector, and this is expected to continue and even increase as time elapses from the introduction of AN-ACC into business-as-usual.
